Gambling Commission Launches Review of Gaming Machine Technical Standards

    The Gambling Commission has officially launched its long-awaited consultation on Gaming Machine Technical Standards, marking a significant moment for the industry. The consultation, published yesterday, will run for 16 weeks, with a deadline for submissions set for 20 May 2025.

    The regulator aims to introduce a balanced set of proposals that “protect the vulnerable, ensure consumers can make informed decisions about their gambling, and minimise the impact on those who gamble responsibly.”

    Key Proposals in the Consultation

    The Gambling Commission’s review outlines several major changes, including:

         •           The introduction of five new technical standards, a new licence condition, and a social responsibility code designed to enhance consumer protection. These include time and monetary limit-setting functions, improved safer gambling messaging, and the display of net position and session duration.

         •           Amendments to three existing standards following industry feedback to improve customer experience.

         •           Consolidation of the existing 12 gaming machine technical standards into a single, clearer standard, bringing them in line with Remote Gambling and Software Technical Standards.

         •           Removal of obsolete material from the Gaming Machine Technical Standards and the related Testing Strategy.

    Acknowledging the financial impact of regulatory changes on the sector, the Commission is actively seeking industry input to assess both the costs and regulatory implications of these proposed updates.

    Bacta’s Role and Next Steps

    With the potential for far-reaching effects on gaming machine operators, Bacta has committed to providing a detailed and evidence-based response on behalf of its members. The Bacta National Council will take the lead in formulating this response, supported by the Bacta Technical Standards Committee, chaired by Alan Claypole, and the Bacta Gaming Council, chaired by Peter Davies.

    To ensure thorough industry engagement, Bacta has outlined the following key actions:

         •           Hosting a Bacta All-Members’ Webinar at 11am on Tuesday 11 February 2025, where the Technical Standards review will be the main agenda item.

         •           Issuing guidance to Bacta members to encourage maximum participation in the consultation process.

         •           Arranging a meeting between Gambling Commission officials and Bacta representatives to discuss the proposals in detail.

         •           Organising regional visits by the Gambling Commission to Adult Gaming Centres (AGCs) and Clubs.

         •           Working closely with the Bingo Association to ensure a coordinated response from across the industry.
